Wash your navel oranges under cold water and dry them. Slice the oranges into thin rounds, about 1/4-inch thick, discarding any seeds as you go.
In a large, wide-bottomed saucepan, combine 1 cup of sugar with 1 cup of water. Stir the mixture over medium heat until the sugar completely dissolves.
Once the sugar has dissolved, add the orange slices to the saucepan. Make sure the slices are submerged in the syrup. If necessary, add a bit more water.
Lower the heat to a simmer and allow the orange slices to cook for about 45 minutes, or until the peels become soft and candied. Ensure that the slices don't overlap each other, stirring occasionally.
While the orange slices are simmering, line a baking sheet with parchment paper.
After 45 minutes, use a slotted spoon to carefully transfer the candied orange slices from the saucepan to the lined baking sheet. Spread them out so they don't stick together.
Allow the orange slices to cool and dry for about 2-3 hours, or until they're no longer sticky to the touch.
If you choose to garnish with chocolate, melt the vegan dark chocolate chips in a microwave-safe bowl, checking and stirring every 20 seconds to prevent burning.
Once melted, dip half of each candied orange slice into the chocolate, then return them to the parchment paper to allow the chocolate to set.
